What Varguism Stands For
Getúlio Vargas came to power through the Revolution of 1930 and in November 1937 staged the coup that created the Estado Novo. The regime closed Congress, banned parties, burned the state flags as a sign of centralization, censored the press and used political police against communists, integralists and other opponents. It also built Brazil's labor system: the Ministry of Labor, the 1940 minimum wage and the 1943 Consolidation of Labor Laws (CLT), with unions tied to the state. Vargas founded the national steelworks at Volta Redonda and, back as an elected president, created Petrobras in 1953 before his suicide in 1954. His heirs formed the trabalhismo current. Compared with Peronism, Varguism came more from the state than from a mass movement. Compared with fascism, it had no ruling mass party.
